हिन्दी पखवाड़ा या हिन्दी का पितृपक्ष

हिन्दु मान्यताओं के अनुसार वर्ष का एक विषेष पक्ष को पितरों के लिए समर्पित किया गया है। अर्थात उस विषेष पाक्षिक अन्तराल में पूर्वजों के आत्मा की षांति के लिए विषेष अनुष्ठान संपन्न किए जाते है।
भारत के सरकारी बाबुओं के द्वारा भी मातृभाषा के लिए एक पक्ष निर्धारित किया गया है, जिसे बड़े ही उत्साह से ‘हिन्दी पखवाड़ा’ के रूप में अंग्रेजी माह के सितम्बर के 14 वी तिथि के बाद के पखवाड़े में मनाया जाता है। और इस वर्ष भी हिन्दी का यह ‘पितृपक्ष उत्सव’ उत्सव बड़े ही धुमधाम से मनाया गया। वर्ष के पन्द्रह दिन बड़ी मुष्किल से ये हिन्दी में काम-काज करने को तैयार हुए और स्वयं को हिन्दी प्रेमी के विषेषण से संबोधित करने के लिए कई कार्यक्रम आयोजित किए।
स्वयं को अंगेजी के निकट मानने वाले ऐसे केवल सरकारी बाबु ही नही है, बल्कि देष में एक व्यापक समूह है जो स्वयं को हिन्दी के साथ असहज महसुस करता है और अंग्रेजी में बोलना अपना ‘स्टेट्स सिंबल’ मानता है।
गूगल और फेसबुक की दुनिया में भी पितृपक्ष के इस ‘षुभ’ अवसर पर हिन्दी को श्रद्धा सुमन अर्पित करने वालों का तांता लगा रहा, टूटी फूटी भाषा में हिन्दी को श्रद्धांजलि चढ़ाने वालों की लंबी कतार देखने को मिली और सबो ने तर्पण कर अपनी मातृभाषा के प्रति अगाध प्रेम का प्रदर्षन किया।
हिन्दी के प्रति यह पाक्षिक प्रेम क्या तर्कसंगत है? क्या हिन्दी की लोकप्रियता ऐसे यदा कदा के आयोजनों से संभव है? क्या पन्द्रह दिनों के लिए इसे ‘यूज़’ करने वाले वाकई हिन्दी के प्रति सचमुच चिंतनषील है?
ऐसे ढकोसले बंद होने चाहिए, हिन्दी कि वैज्ञानिकता व लोकप्रियता किसी कार्यक्रम की प्रतीक्षा नही करती, सरकारी कार्यालयों में मात्र पन्द्रह दिनों की अतिथि बनाकर हम अपनी मातृभाषा का कोई सम्मान नही कर रहे, बल्कि इसका तर्पण कर रहे है।

FDI: Full of Political Stunt

Retailing is one of the pillars of Indian economy which consists of 14-15% of its GDP. An unorganized sector in which, about 40 millions of people (3.3% of the total Population) are involved as in various form of employment. The Cocoon type of self employment has least competition among them. Such least competition provide an environment of cooperation where the survival of millions of small businessman being made possible.

But recently Govt. of India is trying to bring the Foreign Capital in this sector, in the form of FDI.

They argue that the arrival of FDI will not affect retailers in any way and it will increase the competition in this sector so the quality of the commodity can be improved. The farmers of the Country will be freed from the clutches of middleman. But the question is here how the small capitalist of the retail sector can compete with tycoons like WALMART? And even the contract farming assures about the contract but there will be restriction not to produce other than the contract, in this condition the profit oriented farming of MNCs harsh the quality of the soil also.

The statistics says that in last decades about 4000 small grocery shops got closed due to tough competition with WALMART in USA. Hence the Indian scenario is quite different from the other developed countries like America. A small businessman, who runs a shop of about 100-200 square feet, cannot compete with the multi stories shops like WALMART. Even there would be a competition between them no doubt that the survival of small shopkeepers depends upon the taste of the customers, but in recent years the taste of the customers have changed dramatically. The retail chain like “Subhiksha” and “Reliance fresh” have provided various options of shopping and a large numbers of customer they have grabbed.

At the phase of Globalization when the whole world has come in a village and an open market concept, we cannot tavern the vendors either it is tycoon or a small shopkeeper. But we should build our industrial environment before doing competition with such big competitors; revival of economy should be started from the grass root levels. We should transform our unorganized sector into an organized sector at domestic level before implementing tough competition like FDI. If we succeed to organize our small industries as well retailing there would be a possibility to establish ourselves at the global platform.
